What are the benefits?

The Competence Voucher measure is a non-refundable grant that will allow enterprises to raise the qualification and build the capacities of their employees, and better adapt to the ever changing labour market requirements. The measure will allow access to support by enterprises for the training of their employees at the time and to the extent as necessary.

What companies are eligible?

Private legal entities and state or municipal enterprises operating at least for one year.

What is the maximum amount?

A total of EUR 500,000 from the European Social Fund will be available for the second call of expression of interest under the measure.

Up to EUR 4,500 will be available per enterprise for compensation of the costs of employee training. The employees of an enterprise will be able to attend training over a period of 15 months, and the amount being financed (for each employee) accounts for 70 % of the training costs calculated at the fixed rate.

How is the amount of reimbursement calculated?

Example: the company’s activity is construction of buildings (NACE code 41), training was attended by 5 employees, and training lasted 15 hours.

The amount of reimbursement for training will be calculated as follows:

EUR (4.6+6.06) X 15 X 5 X 0.7 = EUR 559.65

How does it work?

In order to use the instrument, you must submit an application to INVEGA, i.e. the enterprise must sign a grant agreement with INVEGA and choose the training provide and the training programme from the List of Training Providers and Training Programmes available at www.eimin.lrv.lt and on the website of VšĮ Versli Lietuva (Enterprise Lithuania). Once the training is completed, the enterprise will be able to get partial reimbursement of incurred employee training costs.

Other terms

Applications for partial reimbursement of employee training costs may be submitted to INVEGA until 30 November 2020 and grant agreements should be signed until 31 December 2020.

The Competence Voucher measure is implemented under priority 9 Educating the society and strengthening the potential of human resources of the Operational Programme for EU Structural Funds Investments for 2014–2020, and contributes to the Programme for Investment Promotion and Industrial Development for 2014–2020.

Once an enterprise signs a grant agreement and chooses a training provider and a training programme from the List of Training Providers and Programmes available on the websites of the Ministry of Economy of the Republic of Lithuania and Versli Lietuva (Enterprise Lithuania), the employees of the enterprise in question will be able to attend training over a period of 12 months. Once the training is completed, the enterprise will be able to get partial reimbursement of the training costs up to €4,500.

The application process under the Global Subsidy Instrument Competence Voucher has been suspended as of 24 March 2020. Applications received after the suspension of the call will not be considered.

In view of the current situation regarding COVID-19 and the economic stimulus measures proposed by the Government, the project reimbursement period is expected to be extended for project promoters by 3 months, which means that the reimbursement period for all contracts already signed will last for 15 months instead of the initially planned 12 months.

How is the amount of reimbursement calculated?

Sample calculation: a project promoter, which is a micro small enterprise paying for 25-hour training of a project promoter’s employee of which the employee attends up to 20 hours, will be paid €124.96 (€7.81 x 20 hrs x 80%) as reimbursement of the training costs.

Information about the training and number of hours attended shall be obtained from VšĮ Versli Lietuva (Enterprise Lithuania).
